RE: Docket Number: 99P-1340/CP 1 Dear Sir or Madam: I am writing to you on behalf of the Environmental Health Association. We are a non-profit organization in California, affiliated with the national Human Ecology Action League. Our members have been injured by toxic substances, and many are permanently disabled. Some are able to work, but cannot find employment without being exposed to fragrances such as Calvin Klein's "Eternity." Recent research has shown that many people are genetically unable to detoxify dangerous chemicals adequately to remain healthy. In California, State Health and Human Services surveys revealed that nearly 16% were in this category. Of this number, 6.3% have been diagnosed by a medical doctor, numbering over 1.1 million patients. That means this type of illness is among the top 10 chronic diseases in the state. Imagine what this means for the nation. Most of the suffering patients have no idea what is happening to them and how to avoid their disabling symptoms affecting many body systems. Eventually, they survive by avoidance of the chemicals that make them ill. This often means loss of livelihood, friends, social contact, and sometimes, family. In Halifax, Nova Scotia, an entire city has recognized the dangers of perfume exposure. According to the Wall Street Journal of July 26, 1999, "Most of Halifax's public institutions, and a growing number of its private businesses, come right out and ask people to abstain from using perfume. Some even require that they be 'scent free.' " These health measures were undertaken voluntarily for various reasons, but basically because Canadians understand these issues better than Americans. We, all too often, rely on our government to protect us and we think that surely the EPA would warn us about products containing toxic substances. That is exactly what we are asking you to do with regard to "Eternity" perfume, as we petition to have it declared misbranded. In health and freedom,
